Public Education Management Reform Structure
 

The Ministry of Education has devoted much energy, effort and expertise to the improvement in its management and administration:

  • Tasks direction to be categorized into three ( 3 ) management units of:
    - Curriculum Measurement and Testing
    - Educational Planning, Services and Training
    - Technical and Vocational Education.


These units will be fully institutionalised as of January 2005. Each unit will be headed by a competent and qualified officer, each reporting to the Director of Education.

Director of Education Services

Advisor to the Minister on education policies, practices and procedures; operation of the education system within the legal framework; communication of, and translation of policies into realistic plans of action; management of the education system, overall school performance and supporting services. Designing and managing the efficient functioning of the professional arm of the Ministry, continuing and lifelong learning, human resource development and capacity; linkages with civil society; as assigned by Minister.

Deputy Director of Education

Effective management of the delivery of education at the pre-school, primary and secondary levels. Implementation and evaluation of approved curricula. Monitoring the delivery of institutional programmes, national and external examinations; formative and summative evaluation of school performance. Professional Development of principals and teachers. Any other related assignment by Director.

Assistant Director of Education (Curriculum Measurement and Testing)

Responsible for policies related to school administration and supervision of curriculum, testing, methodology and strategy; local and overseas examination. Advisor on policies related to curriculum review and development; initiator of curriculum review and renewal; test development measurement and evaluation. Show-casing of quality teaching and learning; keeping teachers abreast with the use of updated and new curricula; selection of appropriate text-books, instructional materials, equipment and multi-sensory aids. Supervises curriculum officers in subjects other than TVET. Any other related assignment by Director.


Assistant Director of Education (Technical and Vocational Education)

Advisor on policies related to technical and vocational education training. Management of the delivery of TVET in the public education system; vetting appropriate texts, equipment, tools and instructional material; maintenance of school and polytechnic centres. Build linkages among the technical and vocational subjects; develop and coordinate the Ministry's Adult Certification programme in TVET. Supervises curriculum officers in the Trades, Home Economics, Business, Music, Information and Communication Technology, Agriculture, Art and Craft. Any other related assignment assigned by Director.


Assistant Director of Education (Educational Planning, Services and Training)

Responsible for auditing the performance of the education system; development and modification of the education plans; preparation of development estimates; education management information system; preparation of annual education statistical digest; annual report on education; induction and in-service training of principals, teachers and support staff; security and maintenance of education institutions; registration, recognition, chartering and accreditation of education institutions; project identification, preparation, implementation and monitoring; school supplies and furniture; distance education; community education; education broadcasting; school bus service. Any other related assignment by Director.

Computerization of the Ministry of Education, including networking and connection to each school, the Campuses of the University- College of Antigua and Barbuda and the Public Library, in the nation is under construction. The IT Policy was officially launched by Government during the 2003 Independence Celebrations


The electronic questionnaires use are operational and are being added during the new school year (2003/04). This will ensure that up-to-date indicators are available for educational planning and projects formulation for external funding. The EPAC staff/committee has effected the Information Technology program, performing a management advisory service for excellence.

The Ministry has effected "Interview Committees" to evaluate all applicants for teaching, Principal, Management, State College positions. Each committee comprises of at least seven (7) officers. This structure is to attempt to recruit the best human resource at each level of the system.

Toward effective budgeting and utility of resources in education, it is proposed that in staffing primary schools the ratio of one (1) teacher to a class is used, and that class size be retained at thirty-five (35) while we proceed to apply clinical instruments to our education system within the economic capacity of government and civil society.
