The global focus on tertiary education has been up-graded to the development of a lifelong learning culture. Further, societies have been mobilized on the knowledge - based syndrome where learning and training for work are accessible to all. The ILO has suggested that learning and training at the tertiary level have a dual function -

• The Proactive Function - developing and harnessing the knowledge and abilities of individuals and enterprises affording them the opportunities within the globalise and open market arena. In this arena, human resources and skills have become important and key competitive instruments in the international marketing of goods and services.
• The Remedial Function - the urgent provision whereby skills, knowledge and expertise are upgraded to facilitate the disadvantaged individuals.

Within the context of the hemispheric philosophy for education, major public post secondary and tertiary institutions, the Antigua State College, the Antigua and Barbuda Hospitality Institute, the Antigua and Barbuda Institute of Technology and Training, the Evening Institute and the Youth Skill Institute, will be amalgamated into a University-College of Excellence to deal effectively with affording citizens the opportunity for productive and functional outcome to survive in the global milieu.

This system will focus on full utilization of the Educational infrastructure and resources of the country where the Antigua State College is the "University of Excellence" in nature, scope and performance. In this system schooling will prepare the youths for the virtually and universality of education and its importance to their life style and future existence.
